Kathmandu, August 8
The government has issued Child Protection Financial Relief Assistance Procedure-2019 for special protection of helpless, orphans, disabled, conflict victims and vulnerable children in conformance with the constitution, prevailing laws and policies.
The procedure aims to assist needy children to grow up in family environment by providing financial relief assistance, and adopts the principles of respect to child rights, child protection and equal treatment to all beneficiaries.
This procedure targets those children who are vulnerable, economically disadvantaged, critically injured in accidents and are in need of special protection.
According to the procedure, necessary amount meant for the children will be managed from approved budget of each fiscal year.
&The target children will be entitled to financial relief assistance once a year,& it says.
Relief amount not exceeding Rs 25,000 will be provided to such a child who is critically injured for any reason whatsoever, suffering from serious physical or mental problem and is disabled, and whose parents or family is poor to manage cash for necessary medical treatment of the child.
A child who is deprived of care, nurture and education due to physical or mental disability of his/her parents will get Rs 10,000.
A child affected by natural or human reasons will be eligible to receive Rs 7,000.
A child from economically disadvantaged family will get Rs 5,000 for clothing, school uniform, bag and educational materials.
Rs 5,000 will be provided to a rescued child for reintegration with his/her family.
Recommendation letter from ward committee of the concerned local level and hospital or community school shall be required to benefit from the financial relief assistance.
The concerned child or his/her father or mother or guardian shall submit an application with the recommendation letter and their passport size photos to the National Child Rights Council in the prescribed format.
The procedure said a person below the age of 18 years would be considered a child as per the prevalent law.
There will be a three-member recommendation committee at the NCRC to examine the applications and recommend its executive director for approval of financial relief assistance.
The amount approved by the executive director shall be provided through banking channel.
The procedure said that this provision would not be applicable for children living in child care homes.
&The amount may be provided even to children affected by serious diseases or injuries if the concerned child care home requests for assistance,& it said.
