Election paraphernalia dispatched to all 77 districts
According to the poll panel, the central monitoring teams headed by joint secretaries of the Government of Nepal have been deployed in 17 districts.
The teams are mandated to carry out monitoring to determine whether the expenditure limits prescribed for election candidates and elections code of conduct have been complied with.
Similarly, they will also monitor the credibility and fairness of the local level polls. The election bulletin published by the EC said the teams were also empowered to make any decision or initiate legal action against anyone by carrying out monitoring of the implementation of overall aspects related to elections and code of conduct."The teams have been told to perform their duties and responsibilities under the existing laws without any prejudice against or in favour of anyone in the context of holding the civic polls in a fair, independent, impartial, fearless and credible manner," read the bulletin.Chief Election Commissioner Dinesh Kumar Thapaliya has directed the teams to immediately seize party flags, vehicles and other unauthorised logistics if they are found being used by political parties and election candidates."If you come across anyone giving away cash to woo voters, seize the amount on the spot and initiate legal action against the guilty for code of conduct violation.
In case you face any problem handing out punishment to such unruly persons, you can notify the EC," he told the teams.Thapaliya warned that people were being threatened or unduly influenced on the pretext of election campaign while canvassing voters, and directed the teams to take action against such persons or groups ruthlessly. The teams have also been asked to take the situation under control by coordinating with the district administration office, office of the chief election officer and other agencies to avert any untoward incident aimed at destabilising smooth polling and vote counting.Chief Election Commissioner Thapaliya said it was the EC's responsibility to ensure citizen's right to exercise voting rights.
He added that as the tenure of the existing people's representatives in the local levels would expire on May 19, the EC had deployed adequate human resources to complete vote counting by that day for smooth operation of local governments.A version of this article appears in the print on May 09, 2022, of The Himalayan Times.
