If a business owner is founded guilty of criminal offenses likes corruption, rape, human trafficking, drug smuggling, money laundering, misuse of passport, kidnapping and other abhorrent crimes, his/ her registration with the council will be immediately cancelled.The act also proposes to categorise animal health and animals service entrepreneurs into 4 classes - A, B, C, and D according to their instructional credentials and work experience.

The council, the very first of this kind, will comprise members, including ladies, in a proportional representation system from all 7 provinces and related universities.The notification specifies that anybody convicted of criminal offenses, associated with ethical turpitude and those on the blacklist according to the law or who have actually lost psychological balance will not be eligible to be selected chairperson or member of the council.The functions, tasks and powers of the council are to formulate needed policies, plans and programs for development of animal health and animals service company methodically and efficiently and send the exact same to the Ministry of Agriculture and Livestock Development for approval, carry out the policies, plans and programs authorized by the federal government, provide tips to the MoALD to guarantee the quality of animal products, animal breeding, and animal husbandry, and figure out the certification of animal health and livestock service entrepreneurs.A variation of this article appears in the print on February 27, 2023, of The Himalayan Times.
