Arrest warrant issued against former DSP accused of rape

Kathmandu, February 6 A 21-year-old girl has filed an FIR against former DSP Rajkumar Khiuju, accusing him of raping her multiple times over
a period of five months at several places, including a police station in Chapagaun Police Circle, Lalitpur. A permanent resident of Thula
Durlung of Mahankal Rural Municipality in Lalitpur, the victim has accused Khiuju of raping her for the first time on February 13 last year
at the police station
She claimed that she had visited the police station to obtain a document stating that she was not involved in any kind of illegal
activities. A close aide of the victim and a women rights activist, who has been supporting the victim in the case, alleged while talking to
THT that Khiuju had lured the girl inside his office promising to issue the police report and raped her there. Senior Superintendent of
Police Durga Singh at the MPR-Jawalakhel said, &The girl has stated in her FIR that she was lured into the DSP room, where he first offered
her coffee and later raped her.& Her police report, however, was issued by Metropolitan Police Range, Jawalakhel
According to the FIR, the last time Khiuju had raped her was towards the end of June 2019, in her rented room at Satdobato
&She has complained of being raped multiple times during the five month period,& SP Singh said
The victim after filing the FIR yesterday was taken to the Patan Hospital for health check-up. Lalitpur District Court has issued arrest
warrant against Khiuju today
SP Singh said, &We are working to arrest the accused with the support of Bhaktapur police and investigate the case.& The victim close aide
said, &The girl was intimidated by the first incident of rape
Khiuju took advantage of that and then raped her repeatedly
He either visited the girl rented room or ordered her to visit his police station, where he raped her.& &He had also made a video of the
girl being raped and often threatened her of leaking the video on the social media,& said the aide, who represents National Forum for Women
Rights Concern Nepal. According to the victim aide, Khiuju also threatened the victim illiterate parents not to disclose the matter
&He had threatened the girl parents of putting them behind the bars and even murdering them if they disclosed the matter,& the aide told
THT. Police sources said Khiuju was transferred to Biratnagar after the issue surfaced within the police circle
Khiuju resigned around one-and-a-half months ago citing ‘domestic reasons&, but sources said he quit the job after the alleged victim
started visiting various police stations in Kathmandu demanding action against him
Khiuju could not be reached for his comment. The victim also filed an FIR against journalist Raju Basnet. Basnet is accused of colluding
with Khiuju for mounting pressure on her not to disclose the incident. Basnet, who was at the MPR- Jawalakhel today, was clueless as to why
he was implicated in the case. He denied the accusation and said, &The girl (the victim) had approached me once to get her story published
