Speaker Sapkota drew the attention of protesting parliamentarians to the situation wherein parliamentarians are not being able to discuss
issues of public concern and the country due to obstruction of the House by CPN-UML lawmakers. Furthermore, Speaker Sapkota
said formulation of acts, bills and laws were also adversely affected due to disruption of House proceedings by opposition party
parliamentarians.Sapkota said, "The members of the House have been repeatedly drawing my attention to ensure effective operation of the
House.Concerns have been raised among the public to make Parliament more effective."According to him, parliamentary business such as
endorsing 42 bills that were under deliberation, sharing people's problems in the Parliament, holding government accountable to Parliament,
formulation of laws, among others, have been affected due to obstruction of the House
"It is the responsibility of all of us to help endorse the under-deliberation bills and run the state affairs," he argued.The UML has been
obstructing the House since the beginning of the current session of Parliament, saying that the speaker did not publish the notice about the
