KATHMANDU, APRIL 24The ruling Nepali Congress launched an 88-page local poll manifesto expressing commitment to make
'strong local governments and prosperous villages and towns.' NC made seven pledges in its manifesto, saying that it would not construct
view towers and it would not employ family members as advisers, experts, staffers, or associates
It also vowed not to misuse public money.

The party said it would not take any decision under anybody's influence
It pledged not to carry out any development project haphazardly.
The NC also expressed commitment to not be directly or
indirectly involved in anything that could promote violence against women.It also vowed not to indulge in social malpractices or caste or
gender discrimination.The NC also pledged that it would not do any work beyond the scope of law or under financial greed.NC pledged that it
would follow BP Koirala's economic policy to achieve goals of prosperity.It said it would use non-resident Nepalis' knowledge, skills, and
capital to spur development in the country.Countering UML's allegation that the NC government was formed due to the Supreme Court's order',
the NC alleged that it was the UML government that came into existence as a result of the Supreme Court decision in Rishiram Kattel case
that led to the dissolution of the Nepal Communist Party (NCP)
NCP was formed by the merger of UML and CPN-MC and its dissolution led to the revival of UML and CPN-MC.NC claimed that its government was
formed to protect democracy and the constitution, whereas the UML blocked enactment of new laws by stalling parliamentary proceedings.The
party's manifesto states that the Nepal Communist Party (NCP) government formed after the last general election tried to subvert democracy
and political system, leading to political instability.It said the NCP-led government backed totalitarianism and autocracy and attacked
freedom of expression.It said the NCP-led government's policies were against federalism.It said the NCP government promoted corruption and
rewarded murder convicts.The NC said the UML rewarded Bal Krishna Dhungel, a murder convict, by inducting him into the party's politburo.The
NC said the Oli-led government's move to dissolve the House of Representatives was against the democratic republican order and the
